Unpleasant spots

The photo is great but there are spots/blurs appearing. I don't know if these were on the lens or while the photo was shot. I don't know how to manipulate photo's (still playing with Photoshop) but I am sure there must be a way to remove these "blemishes".

Otherwise it is a really great photo.

Anthony this spots are snow flakes, as you can see something snow cover the sculptures. I found nice these "blemish" in the picture. Thanks for your comment.
